I get it. Check if there are any buffer input circuits between the contact of the plug and the io chip. Maybe something can be replaced there.

it is direct to io on chip only thing in between on the line is a resistor it checks ok. One thing it the fan don't read on fan 2 connector either somehow internally they are on same io or it blew more in the cpu then I first assumed. I solved my problem with a batch 4 mini fan I had to replace the controller of course the new one I hooked the fan to fan2 and built a variable fan simulator with a LM555 and variable 5k resistor and a 1.0uf capacitor. I set the simulator for 6000 rpm and it is fine with the exception of the temps not reading right so I still have the fault light. No biggy it is up and going at almost 16k/sol. To lower the fan speed I removed the PWM line from the board and tied it to ground thru a 100k variable resistor done on the fan side not board side
