If you have a fixed electricity bill, buy BIG power hungry ASIC miners and run them 'til someone cries foul. Bitmain is almost giving them away.

Yes for short ROI choose ASICs but ASICs are a terrible choice for Long-Term Mining, and finally ASIC will not be useful when it's no longer profitable and ASICs Manfucatures are too quick to issue new products
