Really depends on what price you get it for. The best option is to calculate total rig costs and balance it out so that the $/kh/s is lowest.
That being said. The R9 290 is a powerful gpu that has other functionality. Buying one of the top tier cards probably going to preserve your resale value a bit longer than one about to be cycled out.
There is no one "the" card. I use 7970s myself. It's really what you can get your hands on at a decent price
