Sometimes yes - sometimes no depends on the project 
As a bounty hunter in this forum it seems that other member of this forum also invest in different ICO. Aside from promoting the project they also investing on the project. The reason why they also invest is the income. If I have a lot of money I think I will also invest in good ICO projects.
