Is PrepayWay the same as SmartArb? Came across this page

SmartArb is a subsidiary of PrepayWay that provides smart dispute resolution services - one of PrepayWays core elements, but can perfectly work by itself as well and implied where needed
When you say it can be implied where needed do you mean it can also be used for not smart contracts (so I mean like regular contracts) as well? Or does it work only on smart contracts?
