A cool down period would be a nightmare for me - I need to click and run to look for ther next guy when I'm in my merit shower mode. 
We are talking about a second or two here, not a minute. Are you sure you are that fast? I know LoyceV has some skills in meriting multiple people in a short time (if I remember correctly) so he can be more affected by this but I really doubt that it will be a so big issue.
