Well, as of the moment it was a sad news that Bitcoin price value was 4050$ were it dumped more in the market.
On this case, I know that Bull run will really come up to us as a bitcoin enthusiast. So while the market is declined we need to be a bullish
right now until such time bitcoin arise up again.

It is not a sad news, and can only be a sad news to whoever is actually just so keen about it being a sad news for them. This is a market, and things like this are always bound to happen, so in a way, it is always better to understand this is an opportunity for those who want to see it as an opportunity than a problem. Just as you said in your last statement, this is a time to be bullish right now. You cannot be bullish when a market is already experiencing FOMO, you get bullish when people are already panicking and running helter skelter out of the market.
