The release of the new version of the client 0.3.0.

* Added all client updates to version 1.8.18 (Ethereum)
*  ATXI: port transaction indexing logic from etc

* atxi: port transaction indexing logic from eth classic.
this commit only ports over the core logic, outstanding tasks include:
- tests for core logic
- expose flags/params to enable/disable tx indexing

* add new commands/flags
