I think there's correlation between the ban and the economic value. When government legalized bitcoin and there's economic issue coming up the stabilization of a country will be affected, it's because the regulation done by government which affect bitcoin prices, and of course affect the tax which controlled by government, and so on, so fort they affect each other. Moreover, bitcoin offers more advantages to people rather than fiat, so government started to worry about that, that's why banning might be the choice to stabilize the economic value.
