An external spreadsheet isn't solid proof.
When checking the post history I noticed he is using the social media post links of multiple people
If he copies posts, get him on plagiarism. Report it
here and have him banned.
I checked a few posts, but it seems even Google has given up on the bounty spam boards, so I couldn't prove plagiarism (and don't want to spend more of my evening on this).
The real solution would be for bounty managers to do their job, but since bounties pay in tokens created out of thin air, and they earn from spam, they really don't care about abuse.
