Well, according to this github, Safex devs are 4 and these are the Balkaneum devs.

of course other people can occasionally contribute to this project but overrating Safex dev capacity is not making Safex's reputation any favour.
It only contribute to the common perception that Safex development should move faster and Safex proverbial delays are unjustified.
Safex shills, please keep your feet on the ground and don't confuse the community.
 
As of today, Safex is still a small team who are doing the best they can do deliver on a very ambitious project.
