I have read an article that says HITBTC was a scam. Is it true?

I can't say if it's true or not, but i believe HitBTC is not a scam, it's also Top 20 Exchange in coinmarketcap.
The worst thing that makes me hated this exchange is their fees for withdrawal! Depositing Bitcoin also charging fees, it wasn't user-friendly.
