We in Russia still telegram and VPN are unable to block. All people use telegram via VPN. Even if they add bitcointalk.org in the list of banned sites, it won't change anything.

Even if they add bitcointalk.org in the list of banned sites, it won't change anything.No. It would do something and it would prevent people who aren't willing to prawl through hundreds of vpns and creating new accounts. For existing accounts then no VPN restrictions do not effect it. VPN restrictions only occur when creating an account. Otherwise there would be a lot of banned accounts around here.
