The staking difficulty is still over 40. It makes the time to generate the next block so long that the wallet thinks it's out of sync. Go to the debug console and enter getinfo. If the block count there = what's shown on the explorer you are synced.

Once the difficulty adjusts down to normal ranges, your wallet should stop saying out of sync.
