I'm thinking about creating the chat functionality from scratch in order to provide other companies that don't know how to start with it.

That is a good idea, but I think most of the gambling sites has already the chat in mind even before they launch their sites.
But if you can add some cool features, why not?
It is just a matter of finding your target market and spoil them with the chat features they would love and you are in business
