They closed their service in Germany because of the financial supervision (BaFin). There is "bitcoin-treff.de", here you can meet people to buy Bitcoins, but the volume is not as high as with localbitcoins.

Recently some Bitcoin ATMs have been set up, but there Coinatmradar hasn´t list all.
