At the time of writing this, the fully functional $PAC exchanges with good enough volume are CryptoBridge and Tradesatoshi. Whilst not forgetting that $PAC at Tradesatoshi has multiple pairs today apparently $PAC/LTC appears most active - do not forget that information on
https://coinmarketcap.com/currencies/paccoin/#markets can be indeed misleading, since some exchanges might allow $PAC trading but have issues with or are not allowing $PAC withdrawals and/or deposits at the same time.
