That's obviously the concern about allowing genetic research without regulations, in my opinion. Not that regulations or sanctions can stop a despot from weaponizing genetics. I mean, Britons did it in Scotland for generations.
No matter how noble the intentions of the scientists and researchers might be, someone will use the technology for nefarious purposes.
