Usually fraudulent ICO provide fake campaign for compensation. At the same time much easier to detect fraudulent ICO, so you have a manual on the detection of fraudulent awards.

In the case of Adab Haraam exchange the Kazakh "owners" of the project are working together with Vitali Chebotarov (the bounty scammer) and all his sock-puppet user accounts.

They are running a 6 month "pre-sales ICO" between August 2018 and February 2019 then after that they will run the "ICO" from February 2019 to August 2019.

That means they are running a 12 month ICO.

It is a major scam and the bounty manager is an essential part of that scam.
