That is a wholly incorrect statement from you.

Each geographical area has its own legal associations to protect end users so what is an acceptable process to the EU is different to what is the US market.

Then when you look at regulations for China, Russian, Singapore, Brazil, South Africa... you should stop exaggerating.
what kind of regulations can be processed against abroad cards? The only regulation can be if it is illegal to open foreign cards for people in somekind country, but that will act only for people in that country(actually I have no idea is that countries in the world or not). If people will order cards there the only who is responsible for that will be person which ordered card. Because that's depends of local rules and people must know rules of country where they live. Minexsystems can't be responsible for that.

Just an example for you. In Russia people must register foreign accounts, but nobody care about that rule because government can't know where that card is registered and is that card exist or not.  Because bank which giving cash to you can't see name of person which requested cash in cash machine. That info is available only for bank which issued that card.

 And of course cards will not be sent to places where it is illegal due to UN restrictions. (North Korea, Crimea and couple more)
