That's what I was thinking, but if that is indeed the case the OP is asking an American to break the law. It's not like the manufacturers of NV optics just came up with some arbitrary policy to not ship their wares overseas. Shipping one of those optics overseas without an ITAR license is a violation of the International Traffic in Arms Regulations.
