Of course, this applies only for those who have some money left - and possibly some blood left too - which they can use for buying.
Lol! This is a very huge saying but it requires lots of guts to apply especially when the market is very down, even though this seem to be the right time to buy but the fear of unknown if/when market will recover, this also means even if you have money to buy - must also have the mind to buy while others are scared
