We postponed the v0.14 first step for the following reasons:
whether it was expected to be up to the end of 2018?
Yes, by the end of December if the tests is all good.
with the new version v0.14, masternode collateral going to be 25k or 30000 3DC?
The masternode collateral rules will be changed completely in the v0.14 final release(March 2019)
The new collateral is a temporary 25000 3DC that will be released back to you when your node receives his first payment.
The old masternodes will remain active and the old collateral of 1000 3DC will be released.
