It is not surprising that not any bounty hunter tagged him, because they continue to participate in his campaigns and wait for years shit tokens.
Then they obviously think he doesn't need to be tagged and they are fine with this.
I naively believed that in order to tag a person (from DT) it is enough to prove the facts of fraud.
