Yes, I have already read about the general rules governing the activities of ICO in Russia and in general I liked them. The intended regulation of ICO activities should almost completely eliminate the problem of fraud in ICO. These rules provide for the registration of the ICO team, the presence of a certain amount of money in a bank account, the collection of funds only through the conduct of all operations to raise funds through banks. In this case, the regulatory authorities will control even the targeted use of the collected funds. True, I did not know for sure whether the right to invest in ICO projects was granted to all citizens. Limiting the possibility of investing $ 9,000 a year can be a good idea so far. We can assume that in this way the state protects citizens from causing them significant material losses. In general, I have a positive attitude towards such an ICO regulation project.
