Yes it is the right time to buy more while the market is still in bearish because you will harvest a lot of profits when the bull runs come and this will happen soon. We are still in correction time since Jan 2018 where the market bloom and reach ATH so don't lose hope just because were on downfall.
Bull run start soon in 2019 and it is good to invest now. Harvest is not today maybe once you harvest your money you will be glad and be thankful because you trust to the cryptocurrency so better if we buy more coins that we really want to earn more.
