The bull will return when confidence re-enters- which is still a long way off. I am sick of people asking when the bull returns as if its just a switch somebody pushes. Market are lead and driven by sentiment, so when everyone become bullish again, and news is positive and govs adopt it then you can be certain a bull market may be close, and even still it may not happen for a long time
