So can anyone explain why hash rates are so low? I always get much better hash rates with Scrypt-jane.

These troll box mods (esp. koolio) are really the worst scum on earth you could ever imagine. They will ban you for thousands of minutes for mentioning dogecoin (no premine, high network hashrate than litecoin) on BTC-e but are happy launching their pre-mined shitcoin and scamming miners of their hashing.
