Even the worst coins (without ICO) manage to get on a decent exchange, maybe even cryptopia (yeah, without millions of funding). Someone can only guess what thought process has to go through the team`s head here:

Is not about free or paid listing, only a few exchanges are available for 3DC now because of the 0.14 new block structure/validation algorithm which is a hard fork, most of the exchanges agreed to list 3DC only after successful update including cryptopia.
