In this case there is no decision to be made,the rules are the rules and until it changed as has been clamored for all month long, plagiarism=permaban,and OP is only allowed this thread(appeal)in meta, posting outside this thread is evading his or her ban and would also get banned
Even if something was to be done about plagiarism,OP's case is a clear one of copy pasting, exactly word for word for financial gain.
