It is very possible for a cryptocurrency to be launched without an ICO. There are so many of them like that including Hydro.
I have learned crypto projects that have raised private funds without launching an ICO. Polymath was one of the projects that raised private funds only and airdropped tons of their tokens. It allows buyers to obtain those tokens in order to launch their own STO. They did it right the book, IMO.
