When you read that? From what i found the constantinople hardfork didn't started yet,
1/ #Ethereum's Constantinople fork is coming on block 7080000, around January 16, 2019. Constantinople will reduce the block rewards from 3 to 2, decreasing new $ETH supply accordingly.

Hardfork for ETCV is another hardfork i think? Since constantiople hardfork for ETH doesn't give you any new token while it happening
1. Constantinople hardfork has not started yet, it will start at block 7080000 in the middle of January 2019.
2. ETCV is a separate project, it is more like an airdrop based on the snapshot instead of the chain split. Like we used to be with Bitcoin and Bitcoin Cash
