I assume you're talking about the ban evasion rule (might be good to give a link to the rule you're referring to).
Yes, you are correct. The reason I did not gave him any clue rather than the rule number is to test his understanding about the forum. Once should be looking for answers first before moaning for something. 
I don't mind helping forum members but when the help is a complete waste then whats the point spending few minutes writing all these texts to someone who is not willing to learn and respect.
