Either it is a nice joke to entertain bitcointalk community or it is a joking post to entertain scammer. Only scammer can do this trade. They will give 25$ then they will make charge back.
Anyway, it is not a currency exchange section hence it is lending section. And if you think it can be considered as collateral then you should know that collateral should be more than taking amount.
