Yeah it takes time to recover after the downfall but I don't think it needs 3-5 year to hit again above $500 for Ethereum. If we imagine the 2017 bull run will hit again this year 2019 then this ETH price will return to all time high which is possible as more investors has consider ETH as the best currency that will give them profits next to bitcoin.
