ETH has looked low against BTC for a while - and it still does, check the historic charts.
I would expect ETH price (vs BTC) to continue to increase at least until the fork.
I am of same opinion that the present price surge of ethereum is more as a result of the forth coming hard fork.
The strength of ethereum will only be know after the hard fork. Because what Constantinople brings to the table will determine the future of ethereum
