I also could not understand the behaviour of the scammer. It will not help anything of the scammer. You can see his/her trust score from:
http://prntscr.com/m44hn7Low ranked account posted a fake service of subscribers for money but didn't end up paying anyone. According to the Op he has sent the payment to everyone buy looks like no one has received any payment.
I think the scammer don't care about his/her account.
