It has nothing to do with centralized laws.
Abuse is universal. Moral is a thing. Doesn't have to be system related.

Taking credit or abusing other's work is bad in every single way. It is also just bad for the forum and gives 0 added value.

And since the forum is centralized, it's rules are too.
