It can happen but not now it still needs some time for Ethereum to return to 1000 USD or more after hardfork because the rate now is still low compared with the ATH last year. But, it will happen soon.
ethereum the progress is pretty good. with hardfrok later hopefully the price can go back up and also reach the highest point again like last year which makes everyone happy
