I do not think that someone purposefully wants to give their money to fraudsters. Its just that many of us lack the knowledge and luck to avoid such deception. Therefore, I believe that the ICO market today really needs certain principles and methods of regulation in order to minimize risks for investors.
Maybe STO will replace ICO to protect investors from fraud projects, Right now I still see a lot of scam projects running and people should be careful with it.
