Feb 2 at about 8pm Central time (Chicago) I sent an email to btminecom@gmail.com that included my order number, output from the cgminer API page, and description of shipping damage (broken capacitor, missing temp sensor, loose boards).  I suggested that I could just send back the damaged board.

I got a response confirming that I could send back just the one damaged board and the RMA address at 9:56pm same evening (Feb 2).

One thing I would suggest in dealing with any company on the other side of the world is to try to time your emails so it hit their desk at 8am-ish local time.  Best chance of getting noticed if it comes in fresh when they first log in in the morning.
