1. at least one ETF up for review will get approved by default due to US government shutdown (they will take advantage of "it's not our fault, we were on shutdown" and let the ETF pass thru the system.
that's a longshot. the SEC merely needs to publish a decision---it could be a few sentences long and they can elaborate on their reasoning at a later time. even in a full government shutdown, the SEC still retains ~6% of its staff. they can publish a one-page letter.
2. Bakkt will go smoothly into operation.
this one actually needs affirmative CFTC approval, so the government shutdown is more likely to delay it.
