It does seem like a purchased/hacked account but absent hard proof that's also not a crime.
Proving otherwise is trivial, and this wouldn't be the first case that someone got tagged for this.
Based on posting style and gaps the account may have changed hands twice between 2014 and 1018. Whoever used it in 2017 was putting spaces before commas and periods, and there are large gaps before and after that stretch. The content of posts/topics also differs between those three periods. So at best the current pete is the 3rd pete. That's probably a good enough reason for someone to tag him but I still think tagging for saying things about spammers is not.
