I really don't think there will be any bull-run in 2019, it's just too early. Based on past experience, it will take at least 1 year for everything to calm down. So there maybe something in 2020, when approaching to next halving.
I agree that it is a little bit early for the things to calm down. However, I anticipate an economic crisis that will affect the world all around, so I guess people will try to find ways to protect their savings from inflationary trends and don't lose value. Maybe in Q4 2019 the bull run is going to start slowly but steadily as well.
Their is no time line for bull run to start especially every last quarter of any year as you envisage. Bull run we saw last year start even in the middle of the year before the final one we saw in last quarter of that year 2017. Crypto asset are very volatile and any thing can spike up the rise at any time. Predictions have fail several times because no genuine reasons back up their focas. But my predictions for the next bull run are base on fundamental analysis.
