Don't make easy judgement, hardfork will happen but it does not guarantee that the price will rise.
If you look at the entire market right now, it's full of red so there's only a little chance that ETH will rise, not unless BTC will start to soar again.
I am not thinking of other reason anymore because altcoins has no capacity to pump if bitcoin wil continue to dump, at least this year, let's expect some miracle.
