in my opinion this is legal. It seems to be a scam because of different opinions and perceptions but the Bank has not really changed its mind about anything else.
In the Philippines, banks and remittances accept bitcoin. But there is no store available. If there are several, it doesn't consume much at all because getting and producing bitcoin is very difficult today.
