I found the link of this article from this video although it is confusing to understand how this could be useful in this platform. It deosn't matter if call it timechain instead of blockchain use case only matter.
What exactly do you find difficult to understand? Basically, he talks about the uses of timechain. Timechain is just a more updated "version" of the blockchain.
