Kemarit's suggestion is good as the project development section is plagued by this newbies who is lurking around looking for people which are in need of a team. The problem here is newbies in the forum are untrustworthy as they don't have any background on their services. You'll be having more success finding the right people in a freelance website as most people their are backed by their reputation and reviews and the best thing about it is you can handpick them for your team.
