I haven't read or understood the whole topic, but I can guess what you're talking about. No need to make a list, Theymos has his own criteria and the main one is the report.

You have to show to Theymos that the situation in your section is no longer acceptable. But he wants figures.
Theymos asked us to report, so I started reporting. And five months later, I was promoted to mod. Rank is of little importance since I was a simple member at the moment.
My stats report : You have reported 465 posts with 99% accuracy (261 good, 3 bad, 201 unhandled)
I would add that I had 0 in trust when I was promoted.
