I'm not sure that ICO boom will happen again. A lot of people are disappointed about results of 2018 year. They were tricked and lost their money. So, we need 2 things to make another ICO boom: regulation and fresh blood (I mean, new investors ). I think it should take several years to make these things happen. So, 2020 seems to early for me. 2021 or 2022 looks more realistic.
